Mark Moran is the President of Mark S. Moran & Associates, which provides Governmental Relations and Business Development services to organizations and businesses since 1984.
Moran grew up in the Coachella Valley attending elementary, junior and high school in Palm Springs as well as COD and has been a resident since 1962. Moran has lived in La Quinta since 1981.
Prior to establishing Mark S. Moran and Associates, Moran was a Police Officer for the City of Palm Springs for six years, is a former Assistant Executive Director and Field Representative for Children’s Home Society of California, Riverside/San Bernardino District, was a former Home Healthcare Administrator and National Director of Marketing for Alpha Healthcare and was the former Senior Center Director for the Palm Springs Senior Center, prior to forming his company in 1984.
Mark holds a BA degree from the University of Redlands in Sociology and a Master of Science from Chapman University in Human Resource Management and Development.
Mark has been a Director and past President of the La Quinta Chamber of Commerce Board of Directors where he served from 1986 until 2002. In 2004 the Chamber honored Mark by recognizing that he led the Chamber from it’s beginnings with only 75 members to the 600 member organization that it is today. In 2013 Moran was elected Chair of the La Quinta Chamber of Commerce.
Moran was Co-Chair of the Mental Health Subcommittee of the Regional Access Project Foundation (RAP) and joined the Board of Directors in 2006.
Moran was one of the first Consultants in the Desert to focus on Crisis Management and relationship breakdowns with local public entities. Moran has represented the local Cable Operators from Palmer Cablevision to Time- Warner. Moran represented the Waste Hauler for the Palm Springs area, known as Palm Springs Disposal during a contract dispute between the City and the Company. Moran represented Springs Ambulance Service beginning in 1988 until it was sold to AMR in the middle 1990’s. Springs Ambulance was having issues with local Cities and needed Governmental Relations assistance.
One of the highest profile controversies in the Coachella Valley was the Rancho Mirage Ritz-Carlton. In 1992 the Hotel announced it’s interest in building a golf course next to the hotel. Building that Golf Course would involve the City of Cathedral City, where the bulk of the land for the golf course was located. It would also involve Rancho Mirage and it’s hillside development standards. Moran and Associates led the team that negotiated with both Rancho Mirage and Cathedral City, to receive buy off from the Environmental Community and hold two elections, each in a different City, (Rancho Mirage & Cathedral City) to allow the project to go forward. Moran won both of those challenges having to receive a “super majority” (2/3rds vote) from Rancho Mirage and defeat a measure in Cathedral City. The project was approved but never built.
But, controversy and success go hand in hand with Moran’s strategic planning. Both the I-10 Auto Mall and the La Quinta Auto Centre, had their controversies, but both were successfully completed and built. Moran represented the developers of both projects and still represents STAMKO Development Co. to this day.
As a local reporter for the Desert Sun asked Moran recently,” Are you involved in anything that isn’t controversial?” and Moran’s answer was simple, “No one hears about the easy ones, only the difficult projects.”
More recently Moran represented CNL/Hilton (now Morgan-Stanley/ Hilton), owners of the La Quinta Hotel and Resort and PGA West, on the controversial “signature pool project”. Moran also represented STAMKO Development Co, who was locating a 109,000 sq. foot, stand alone, proto- type J.C. Penny, that will be located at the Centre at La Quinta, where Wal Mart is located. Both of those projects received approval.
Moran was key in gaining support and approvals for the controversial Embassy Suites Hotel in Old Towne La Quinta. In addition to the entitlements, Moran worked with the City to assist the Embassy Suites Hotel with $1 million in assistance from the City Redevelopment Agency.
